RM2K Consulting LLC (RM2K) is a veteran-owned small business specializing in innovative, technology-driven pavement engineering solutions for airports and transportation agencies nationwide. RM2K’s founder and owner, Rich Speir has over 40 years of experience delivering comprehensive services in pavement engineering, research, design/build construction, non-destructive testing, software development, and quality assurance. The RM2K team are committed to technical excellence, customer satisfaction, and compliance with industry standards.
Mr. Speir is also an Air Force veteran. Throughout his 20-year active and reserve career he served as a Civil Engineering Officer where his duties included airfield design, base operations and maintenance support, and contingency operations. One of his duty assignments included the USAF’s Rapid Deployment construction force, RED HORSE. His responsibilities in this capacity required overseeing construction projects conducted by USAF forces inside and outside the continental U.S.

RM2K’s staff utilize the latest pavement design software for both airfield and roadway applications, including FAARFIELD 2.1 and PCASE for airfield design, and AASHTOWare Pavement ME and AASHTO 93 for roadway design. Our team has provided pavement design services for numerous major and regional airports across the United States, as well as for state and local roadway networks. Beyond traditional design methods, RM2K delivers innovative, data-driven solutions that account for pavement material properties, aircraft and heavy truck loading, and long-term performance. Our engineers have contributed to the development of mechanistic-based design methodologies that incorporate life-cycle cost analysis and probabilistic design principles, ensuring durable and cost-effective pavement systems.

RM2K staff perform pavement condition surveys using a number of procedures including the predominantly used Pavement Condition Index (PCI) survey methods following ASTM D5340 and D6433 for both highways and airfield pavements. Our staff have conducted PCI surveys for hundreds of military, commercial and statewide airports as well as dozens of state and local roadway agencies. RM2K staff are experts in performing foot on ground (FOG), digital survey vehicle (DSV) and Uncrewed Air Systems (UAS) surveys. To ensure technical excellence, our staff are PAVER certified by the U.S. Army Corps of Engineers (USACE), bringing industry-recognized credentials and a deep understanding of the technical issues associated with the data collected from these surveys. Using the latest in advanced technologies for data collection, RM2K staff are able to translate the field collected information to data storage systems like pavement management or GIS platforms in near real time. Our processes make for extremely effective and efficient data transfer minimizing lengthy in office analysis time.

RM2K performs pavement structural evaluations to determine load-carrying capacity and support airfield planning. Following FAA AC 150/5335-5, RM2K calculates Pavement Classification Ratings (PCRs) using FAARFIELD and/or PCASE software to compare pavement strength against aircraft loading demands. The analysis integrates pavement layer data from pavement cores, GPR, and/or F/HWD testing with aircraft mix and departure frequency to establish accurate structural capacity. Results are summarized through tabulated PCR values and color-coded operational maps identifying areas suitable for unrestricted use, limited operations, or areas of inadequate structural capacity.

RM2K provides comprehensive asset management services that include capital improvement planning, pavement maintenance programming, and life cycle performance evaluation for both roadway and airfield networks. Our team utilizes software such as PAVER, and FAA PAVEAIR to support effective and transparent asset management. RM2K staff have supported a wide range of commercial, state, and federal agencies including the Port Authority of New York and New Jersey, FAA, and U.S. Air Force, as well as state, local and tollway agencies such as the Maryland State Highway Administration, the Town of Greenwich, Connecticut, and the I-66 Express Mobility Partners LLC. These efforts have included pavement condition surveys and analysis, network segmentation, asset validation, and the development of customized pavement management strategies and Capital Improvement Plans.

A successful pavement rehabilitation design begins with a thorough evaluation of the existing pavement structure to assess its current condition, identify the causes of deterioration, and estimate remaining service life. With a clear understanding of these factors, RM2K engineers develop and compare feasible rehabilitation alternatives and perform life cycle cost analyses to determine the most effective repair strategy. Our team employs both destructive and non-destructive testing methods, including heavy or falling weight deflectometer and ground penetrating radar technologies, to accurately characterize pavement performance. RM2K’s rehabilitation designs have included asphalt concrete overlays on both asphalt and Portland cement concrete pavements, providing durable, cost-effective solutions tailored to each project’s needs.
